Sometimes I have a difficulty interpreting these, but in this case it appears to imply that the “ordinary human” (hu-manity) is being given the “Light portions” to awaken. We shall see.

Now “Refractories” (plural of “refractory“) I was not aware of the definition, but it certainly fits in here… “Showing or characterized by obstinate resistance to authority or control; Resistant to treatment“.
