Putin was outlining Russia’s foreign policy to the Russian diplomatic service, including foreign ambassadors, in Moscow. He said underlying ethnic and social contradictions in troubled countries can pave the way for illegitimate regime change. The Russian president said Moscow would do whatever it can to defend ethnic Russians abroad. Putin defended Russia’s move to accept the Crimean Peninsula’s reintegration request. He said the Kremlin could NOT leave Crimeans alone with QUOTE ultra-nationalists and radicals. Putin blamed Ukrainian authorities for a failed ceasefire in the country’s east. He said President Poroshenko is now responsible for the war and deaths in eastern Ukraine.
